Project “Strengthening non-State actors’ Capacities to Promote Reform and increase Public Accountability (Civil Society. Dialogue for Progress)”

Highlighting formation and role of civil society in Armenia of nowadays as well as considering the development of civil society a priority direction of its activities, NGO “European Integration” joined the project “Strengthening non-State actors’ Capacities to Promote Reform and Increase Public Accountability (Civil Society. Dialogue for Progress)”, financed by the European Union.

Project Description

The project “Strengthening non-State actors’ Capacities to Promote Reform and increase Public Accountability (Civil Society. Dialogue for Progress)” was implemented in all 6 countries of Eastern Partnership,  aiming to strengthen the civil society organizations’ potential and capacities, as well as to contribute to their involvement in policy dialogue.

The project was implemented by a Consortium headed by Konrad-Adenauer-Stiftung (KAS, Germany) foundation.

The Consortium is composed of:

  • Assembly of Pro-Democratic NGOs (Lithuania)
  • NGO “European Integration” (Armenia)
  • Azerbaijani Youth Euro-Atlantic Organisation, (AYEAO, Azerbaijan)
  • NGO “ACT” (Belarus)
  • International Center on Conflict and Negotiation, (ICCN, Georgia)
  • Institute for Development and Social Initiatives, (IDIS, Moldova)
  • Initiative Centre to Support Social Action, (ISAR Ednannia, Ukraine)

The project consists of five components:

1. Mapping of Civil Society Organisations in all EaP Countries

In the framework of this component, an empiricist research study was conducted in Armenia, which included quantitative and qualitative components, among them a survey with 150 CSOs and 12 focus-group discussions with local and international CSOs, representatives of state bodies and with experts of CSO sphere.

Based on the results of empiricist research study, analysis-study “CSO Engagement in Policy Making and Monitoring of Policy Implementation: Needs and Capacities” was developed, aimed at revealing and analyzing the needs and capacities of civil society actors for engaging in policy dialogue, as well as the paths via which those actors  can have their contribution to policy dialogue in separate spheres.

2. Capacity-Building Activities for Civil Society Organisations

Activities include:

  •  classical trainings for selected Civil Society organisations;
  •  training of trainers courses for a number of networks and platforms of selected civil Society organisations;
  •  E-learning courses for all interested civil society organisations.

3. Assistance for EU Project Calls and Their Administration

By this component it is intended to assist grantees in applying for the EU funds, to organize information sessions for civil society organizations, to assist and boost joint-projects and networking among EaP countries CSOs.

4. Multi-Stakeholder Meetings and Consultations

In the framework of this component meetings and consultations with multi-stakeholders were organized. The circle of meeting participants includes civil society players, representatives from government and  the EU delegation to Armenia. The aim of this component is to define the ways and means for involvement of civil society actors in sectoral policy dialogue between the EU and partner countries and implementation of bilateral and multi-lateral projects.

In the framework of this component a series of round-table discussions were organized, which took place in the off-the-record format, while on the basis on the discussion results policy papers were prepared and sent both to all the participants as well as state and non state bodies, directly or indirectly related to the topic.
